notice = 「気づく」　

He didn't notice the spot on his shirt.

notify ＝　「知らせる」

Please notify in case you cannot attend.
欠席の場合はご連絡ください。

notice には「通知」「予告」という名詞もあります。

I received notice of my promotion this morning.
私は今朝、昇進の通知を受けた。
